A landlord’s Electrical Inspection Condition Report (EICR) became a legal requirement for ALL tenancies in April 2021. In the year prior to this, the EICR was required for all new tenancies. And before that, it was not compulsory, unlike the gas safety certificate. The government acknowledged that many landlords already ensured that the fixed electrical systems in their private rental properties were well maintained. However, they wanted all tenants to benefit from the knowledge that the property they rented was electrically sound.

In order to make the transition less onerous for private landlords, the new legislation was phased in. Now that it is fully in place, local authorities have the power to request an EICR for any private rental property on their ‘patch’. This must be supplied by you, the landlord, within 7 days. If you cannot provide this, you will be in for an expensive time and perhaps even a spell inside.

This warrants an automatic failure because C1 faults are considered as being able to cause immediate harm or injury, potentially resulting in death. Any items found to be immediately dangerous during an electrical inspection (within reason) should really be rectified there and then by the electrician.

C2: Potentially Dangerous. This requires your urgent attention. C2 on the landlord’s EICR indicates faults that may or may not lead to the condition of the electrical installation as being deemed unsatisfactory. It depends on the exact situation.

C3: Improvement Required. This indicates sections that do not comply with current regulation standards but are not viewed as being dangerous. You can have a number of C3 items listed on your report and your electrical installation would still be viewed as satisfactory.

F1: Further Investigation Required.
